After the Supreme Court opened the floodgates to unlimited outside spending on elections, there was a spike in new political organizations seeking tax-exempt status under tax code Section 501c(4). Groups such as Karl Rove's Crossroads GPS, have claimed to be social welfare organizations while spending tens of millions of dollars on political operations. David Cay Johnston, a Pulitzer Prize-winning journalist who writes about taxes issues, tells Democracy Now! the IRS scandal reinforces the need to grapple with Citizens United's long-term consequences.
